To set who should be on your friends list you need to set the buddy strategy. This needs to be placed in \chat-portlet\WEB-INF\classes\portlet-ext.properties. 

buddy.list.strategy=all
#buddy.list.strategy=communities
#buddy.list.strategy=friends
#buddy.list.strategy=communities,friends
